MANILA – Aabot sa 24 na indibidwal ang naitalang casualty ng Office of Civil Defense (OCD) Region 2 matapos manalanta ang bagyong Ulysses sa Cagayan Valley.

Ayon kay OCD-2 acting regional director Harold Cabreros, 14 sa mga nasawi ang mula sa insidente ng landslide, pito ang nalunod sa baha, at tatlo ang dahil sa pagka-kuryente.

“The landslide occured in Brgy. Runruno, Quezon, Nueva Vizacaya, where we recorded 10 deaths, which are in a mining area. They were conducting small mining operations,” ani Cabreros sa report kay Pangulong Rodrigo Duterte.

“The four deaths in Baggao, Cagayan is along the riverbanks. The house is along the riverbanks, there was a soil erosion that caused the landslide.”

Batay sa tala ng OCD-regional office, halos 100,000 pamilya ang sinalanta ni “Ulysses” sa Cagayan Valley.

Sa sektor ng agrikultura, aabot sa P73.7-million daw ang pinsalang iniwan ng bagyo. Pagdating naman sa imprastruktura, P39.8-million ang iniwang danyos.

“We (Cagayan Valley) experienced seven weather disturbances from the start of Tropical Depression Ofel to Typhoon Ulysses. During Typhoon Quinta, we already experienced flooding in Western Cagayan.”

Nagpapatuloy na raw ang relief operations ng Department of Social and Welfare Development sa mga apektadong lugar. Namahagi na rin ng hygiene kits at tulong ang Department of Health office ng rehiyon.

Ang Department of Public Works and Highways naman ay tuloy-tuloy din ang clearing operations sa mga kalsada.

“We continue to conduct response operations as we have conducted an aerial recon, there are communities that were isolated and can’t be reach by land.”

“We are ready to deploy our rapid damage assessment and needs analysis teams, and we will implement out early recovery program from the different departments of government.”

Aminado ang gobernador ng Cagayan na ang pananalasa ni “Ulysses” ang nagdulot ng pinakamalalang antas ng baha sa lalawigan.

“This is the worst flooding that we have in the last 45 days. Ang sabi ng mga taga-Tuguegarao sa akin, the last time they had this kind of flooding was in 1975,” ani Gov. Manuel Mamba.

Ayon sa opisyal batid naman daw ng mga residente ang pagbaha, pero hindi lang nila inasahan ang taas ng tubig na dulot din ng pagpapakawala ng Magat Dam sa Isabela.

Ang lalawigan ng Cagayan daw kasi ang “catch basin” o sumasalo sa tubig ng buong rehiyon, pati ng mga kalapit na probinsya sa Cordillera na Kalinga, Apayao at Ifugao.

“This is worsening every year and we have to do something about this.”

Umaasa si Gov. Mamba na tutulungan ng administrasyon ang provincial government para sa planong restoration ng Cagayan river.

Pati ng iba pang target na programa tulad ng reforestation o pagtatanim ng puno sa Sierra Madre at Cordillera mountain ranges.

“I also suggest aside from dredging and reforestation, the conversion of mountanuous and forest areas into corn areas I think very rampant, pati mountains ginawa nilang corn land. I think this has to stop.”
