MANILA – Inilabas na ng National Economic and Development Authority (NEDA) ang listahan ng mga sektor na kasali sa A4 priority group ng COVID-19 vaccination.

Batay sa anunsyo ng NEDA, 13 sektor ang kabilang sa mga tinaguriang “economic frontliners” na makakatanggap ng coronavirus vaccines:

Sa ilalim ng COVID-19 vaccine prioritization framework ng pamahalaan, tinukoy na A1 ang mga healthcare workers, A2 ang mga senior citizen, at A3 ang may comorbidity o ibang sakit.

  • A4.1 Commuter transport (land, air, sea), including logistics
  • A4.2 Frontline government workers in justice, security, transport, and social protection
  • A4.3 Public and private wet and dry market vendors; frontliner workers in grocery, supermarkets; delivery services
  • A4.4 Workers in manufacturing for food, beverage, medical and pharmaceutical products
  • A4.5 Frontline workers in food retail, including food service delivery
  • A4.6 Frontline government workers
  • A4.7 Frontliner workers in financial services
  • A4.8 Teaching and related personnel in medical and allied courses of HEIs (higher education institutions), including personnel handling laboratories
  • A4.9 Frontline workers in hotels and accommodation
  • A4.10 Priest, pastors, religious leaders regardless of denomination
  • A4.11 Construction workers in government infrastructure projects
  • A4.12 Security guards/personnel assigned in the establishments, offices, agencies, and organizations
  • A4.13 OFWs not classified above, and scheduled for deployment within 2 months

Paliwanag ni NEDA Usec. Rosemarie Edillon dahil kulang pa ang supply ng bakuna sa bansa, ikinonsidera nilang masali sa A4 priority group ang mga sektor na palaging may exposure sa publiko.

“Particularly those who cannot really maintain a bubble kasi talagang iba-ibang tao yung kanilang nakakasalamuha.”

“(Also yung mga nasa) COVID-19 response, in-charge of enforcing the minimum public health standards, mga mobility restrictions; working in price monitoring, and government infrastructure projects.”

Aprubado na raw ng Inter-Agency Task Force ang listahan ng A4 sectors. Dumaan din umano ito sa pagsusuri ng Department of Health, National Immunization Technical Advisory Group, at National Vaccination Operations Center.

Ang DOH ang bubuo at maglalabas ng guidelines sa pagbabakuna ng mga nabanggit na sektor.

Nilinaw naman ni Usec. Edillon na hindi pa kasali ang mga kawani ng media sa ilalim ng naturang priority list.

“Media would be part of the B classification already together with the other workers in the society. If this will be discussed in the IATF and resolved na isasali then that would be changed and be included,” paglilinaw ni Health Usec. Maria Rosario Vergeire.

Hinimok ng NEDA ang mga establisyemento, ahensya, at organisasyon (EAOs) ng mga sektor na pasok sa A4 priority na ipaalam na sa kanilang mga personnel ang mga kailangang impormasyon sa pagbabakuna.

Responsibilidad daw ng mga EAO ang pagbibigay ng Certificate of Eligibility sa kanilang mga tauhan bilang patunay na pwedeng silang mabakunahan.

“Kunwari sa financial services, like bank. We will only consider muna yung frontliner workers like bank tellers, security guards… this will can signed by the owner of the establishment, highest ranking personnel of the agency with office located in the LGU, or the head of the HR unit.”

Pinaalalahan din ng NEDA ang mga EAO na gumawa ng schedule system sakaling may makaranas ng adverse reactions mula sa kanilang mga mababakunahang empleyado.

“We also hope that these EAOs can provide logistical support, including transport, to facilitate yung vaccination ng kanilang workers, and coordinate with LGUs for vaccination.”

Posibleng sa Mayo o Hunyo raw magsimula ang pagbabakuna sa A4 priority group. Pero depende pa rin umano ito sa supply ng COVID-19 vaccines na mayroon ang bansa.
