Naglabas na ng guidelines ang Department of Health (DOH) kaugnay ng emergency hiring sa mga health personnel bilang dagdag na pwersa ng frontliners kontra COVID-19.
Sa ilalim ng Department Memorandum No. 2020-0153 nakasaad na maaaring mag-hire ng healthcare staff ang ilang hospital at heath facilities sa bansa.
“The hiring of health personnel is primarily to augment our workforce in health facilities in the regions, provinces, or cities that manage COVID-19 cases,” ani Health Sec. Francisco Duque III.
Agad daw ide-deploy ang mga maha-hire na personnel sa mga designated referral hospitals para sa COVID-19 tulad ng Philippine General Hospital, Lung Center of the Philippines at Dr. Jose N. Rodriguez Memorial Hospital.
Pati na sa temporary treatment facilities at monitoring facilities ng COVID-19; designated diagnostic facilities; public hospitals (national and local) na may mga pasyenteng infected ng COVID-19; at private hospitals na itinalaga ng DOH para sa response.
Ang Administrative Service-Personnel Administration Division ng DOH ang siyang responsable sa approval ng hiring at deployment ng health personnel.
“These health personnel will be hired as contract of service and will include physicians; nurses; medical technologists; respiratory therapists; radiologic technologists; medical equipment technicians (Mechanical Ventilator Technician); nursing attendants; administrative assistants; administrative aids; and other personnel, as may be necessary.”
Kabilang sa matatanggap na bayad ng health personnel na maha-hire ang buwanang sahod na 20-percent premium based; protective personnel equipment; tirahan habang naka-duty; psychosocial support.
Bibigyan din ng DOH ng Continuing Professional Development units ang health personnel; medico-legal assistance at preferential evaluation para sa vacancy sa Health department.
May hazard din sila na P500 kada araw, nasa gitna man ng duty o naka-quarantine; GSIS group insurance na P500 one time premium; at mga benepisyo sa ilalim ng Bayanihan to Heal as One Act tulad ng PhilHealth hospitalisation; P100,000 bayed danyos kung mai-infect sa COVID-19; at P1-milyon sakaling mamatay sa sakit.
Mayroon din umanong P1,000 communication at transportation allowance na matatanggap ang mga ito.
“Public health workers, who are exposed to health risk in the light of the pandemic, are eligible to receive one-time special risk allowance of up to 25-percent of their monthly basic pay, subject to provisions of Administrative rider 28.”
May initial daw na 857 healthcare workers na ide-deploy ang DOH sa unang tatlong designated COVID-19 referral hospitals.
