Surigao del Norte 2nd District Rep. Robert Ace Barbers refiled the “Anti-Epal” bill or House Bill No. 71 which prohibits and penalize government officials who will use their photos and name on government projects.

Under the bill, affixing or causing to be affixed the name, initials, logo or image of any public official to signage announcing a proposed, ongoing, or completed public works; crediting an individual officer by placing his or her name or photo on any public service project or vehicle will be strictly prohibited.

The bill also targets prohibiting government officials on putting their names and pictures on public service project or vehicles.

“Crediting individuals instead of the government on any public work, project, assistance or program is unethical and a manifestation of the nation’s deeply troubling political patronage,” said Barbers.

“This system of political advertising also promotes corruption among our officials, sending a wrong sense of accomplishment among the citizens,” the lawmaker added.

Those who will violate the said provisions of the Act may face up to six months imprisonment and will have to pay a fine of P100,000 up to P1 million. A second violation would merit the offender an additional absolute perpetual disqualification to hold office.

Meanwhile, Department of Public Works and Highways (DPWH) together with Department of Interior and Local Government (DILG) and Metropolitan Manila Development Authority (MMDA) was ordered to remove all signages three months after the effectivity of the bill.
