ILOILO CITY – The Commission on Elections (Comelec) has already identified 16 towns in Iloilo as “hot spots” for the upcoming midterm elections.

Lawyer Roberto Salazar, provincial Comelec supervisor in Iloilo, said that in their record, three towns are under the red category; nine in orange category and four in yellow category.

Accordingly, the “yellow category” is defined where there is an intense political rivalry, presence of private armed groups, incidents of election-related violation in the last election and the presence of New People’s Army rebel (NPA).

Towns identified under “Orange category” are known for the existence of some terror group.

Meanwhile, “Red category” refers to a situation both under yellow and orange category.

The Comelec is skeptical on some candidates from these towns who might use private armed groups to threaten the voters and might engage in indirect vote buying.
