Umalma ang Communist Party of the Philippines (CPP) New Peoples Army (NPA) sa naging desisyon ng Anti-Terrorism Council (ATC) na italaga bilang “terrorists” ang nasabing organisasyon.


Sa isang statement na inilabas ni Marco Valbuena, Information Officer ng CPP, sinabi nito,” The designation by the ATC is a precursor for heightened fascist suppression against the broad democratic forces which are being red-baited and persecuted for fighting Duterte’s tyrannical rule and schemes to perpetuate the Duterte political dynasty against the broad democratic forces which are being red-baited and persecuted for fighting Duterte’s tyrannical rule and schemes to perpetuate the Duterte political dynasty.”

Ayon kay Valbuena, nais lamang ng Duterte regime na pigilan ang democratic rights at gagamitin ang ‘anti-terrorism’ bilang dahilan.

Magugunita na nuong December 9,2020 inaprubahan ng ATC Resolution No. 12 kung saan itinatalaga ang CPP/NPA, maging ang ibang armadong grupo bilang terrorist organizations.

Sa pahayag ng ATC, nakitaan nila ng probable cause para i designate ang CPP/NPA bilang terrorist group.

“The ATC found probable cause to designate the CPP/NPA as a terrorist group for its violent and armed activities that resulted in the destruction of properties, loss of lives, and damage to business and economy as cited in the pending proscription case and other collated reports from the security and intelligence sector,” pahayag ng ATC.

Binigyang-diin ni Valbuena, na ang CPP/NPA ay hindi kabilang sa listahan ng mga proscribed terrorist organizations ng United Kingdom at maging ng Australia.
Maari lamang i-adopt ng ATC ang terrorist proscription ng mga banyagang bansa kabilang ang United States, kung mayroong request for designation mula sa mga nasabing bansa.


Ayon kay Valbuena, walang indikasyon sa ATC resolution na may ginawang request ang US, New Zealand, maging ang European Union.

Naninindigan si Valbuena na ang CPP at NPA ay isang revolutionary organizations

“The CPP and NPA stand against terrorism which involves inflicting violence on unarmed civilians in violation of international humanitarian law,” he added, adding their causes have long been recognized as “legitimate”, pahayag ni Valbuena.

“The NPA’s Three Rules of Discipline and Eights Points of Attention, which serve as the moral code of its Red fighters, both uphold respect and guarantee for the rights and welfare of the people,” dagdag pa nito.

Samantala, sa hiwalay na resolusyon, diniklara ding terorista ang Islamic State East Asia (ISIS), Maute Group, Daulah Islamiyah, at iba pang mga associated groups bilang terrorist organizations.


Gayunpaman, ang mga suspected terrorists ay maaring arestuhin ng walang warrant at makulong ng walang charges hanggang sa 24 na araw habang ongoing ang build up case ng mga otoridad.
