Hinimok ni Anakalusugan Partylist Rep. Mike Defensor ang Inter-Agency Task Force (IATF) na irekonsidera ang 5,000 deployment cap sa mga bagong tanggap na health workers na gustong umalis ng Pilipinas.
Ayon kay Defensor, wala umanong mangyayari kung patuloy na pagbabawalan ang mga healthcare workers na magtrabaho sa ibayong dagat.
“Exit quotas or similar restrictions are not really desirable because they tend to expose individuals to potential exploitation – from the time they apply for overseas employment certificates up to their point of departure in immigration counters,” saad ni Defensor.
Dapat na rin aniyang pahintulutang umalis ng bansa ang mga health workers na nakatanggap na ng hiring notice mula sa dayuhang employer.
“While we recognize the need to lessen the loss of mission-critical skills, we also have to be mindful of the State’s constitutional duty to promote a rising standard of living and improved quality of life for all Filipinos, including our healthcare workers and their families,” anang mambabatas.
“We must also stress that every Filipino enjoys the right to sell his or her skills to the best employer here or abroad that will offer the greatest reward,” dagdag nito.
Una nang sinabi ni Labor Secretary Silvestre Bello III na ito ay para sa newly-hired lamang na nurse at hindi isang permanenteng polisiya.
Paliwanag ng kalihim, nais lang daw matiyak ng pamahalaan na may sapat na nurses ang bansa sakaling tumaas muli ang kaso ng COVID-19.
Saklaw sa kautusan ang mga medical doctor, nurse, microbiologist, molecular biologist, medical technologist, clinical analyst, respiratory therapist, at iba pang kahalintulad na mga trabaho.
