The Department of Justice (DoJ) and Department of Interior and Local Government (DILG) issued on Thursday the Joint Department Order that will create an inter-agency committee to conduct a review on Implementing Rules and Regulation (IRR) of R.A 10592 or the good conduct time allowance (GCTA).

Justice Sec. Menardo Guevarra and DILG Sec. Eduardo Ano signed the two-page joint order.

“The Secretary of Justice and the Secretary of the Interior and Local Government have issued a Joint Department Order creating a Joint Committee to Review the IRR (implementing rules and regulations) for RA (Republic Act) 10592 and directing the temporary suspension of the processing of time credits and allowances,” said DOJ spokesman and Undersecretary Mark Perete.

“The Joint Committee shall submit its report and draft revised implementing rules and regulations, uniform policy guidelines on the computation of credits and allowances under RA No. 10592 to the Secretary of Justice and Secretary of the Interior and Local Government within 10 working days from the issuance hereof,” read the joint order.

“In the meantime, and pending conclusion of the work of the Joint Committee, the processing and computation of the credits and allowances provided under RA No. 10592 are hereby temporarily suspended,” it added.

It also officially directed a temporary 10 working days suspension to process computation of credits and allowance of PDL.

The committee will be chaired by one undersecretary from the DOJ and one from the DILG.

Members of the committee will be from Bureau of Corrections (BuCor) Director General and other officials from DoJ, DILG, Board of Pardons & Parole and Parole & Probation Administration.
