Inirekomenda ng task force na nag-iimbestiga sa anomalya sa Philippine Health Insurance Corp. o PHILHEALTH na sampahan ng kasong kriminal ang nagbitiw na president at CEO nito na si Ricardo Morales at iba pa.
Sa rekomendasyong binasa ni Pangulong Rodrigo Duterte nitong Lunes ng gabi pinasasampahan ng kasong kriminal ang si Morales kasama ang ilang mga matataas na opisyal gaya nina Jovita Aragona, ang Senior Vice President at Chief Information Officer, Calixto Gabuya Jr, OIC- Senior Manager, Renato Limsiaco Jr ang Senior Vice President, Israel Francis Paragas, senior vice president, health finance policy sector, Arnel F. De Jesus, executive vice president and chief operating officer at Bobby Crisostomo, Information technology management department.
Ang 177 pahina na rekomendasyon ay isinagawa sa pangunguna ng Department of Justice, Office of the Special Assistant to the President, Presidential Anti-Corruption Commission, National Prosecution Service, Office of Cybercrime ng DOJ, National Bureau of Investigation at Anti-Money Laundering Council.
Magugunitang ibinunyag ng whistle blower na mayroong P15 billion na pondo ang umanoy pinaghati-hatian ng mga opisyal ng PHILHEALTH.
