Sa bisa ng 277 na boto, aprubado na sa ikatlo at huling pagbasa ng Kongreso ang House Bill No. 7370 o ang “An Act creating a tripartite council to address unemployment, underemployment and the job-skills mismatch problem in the country, and appropriating funds therefor.”
Layunin nito na mabawasan ang bilang ng mga walang trabaho sa bansa sa pamamagitan ng pagbibigay ng job opportunities na sakto sa educational attainment at skills ng isang job seeker.
Magsasagawa rin ito ng inventory, review, at evaluation ng mga kurso at iba pang academic programs sa private at public higher learning institutions.
Ayon Speaker Ferdinand Martin G. Romualdez ang panukalang batas ay makatutulong sa mga walang trabaho, fresh graduates at maging ng mga mag aaral na makapaghanap ng trabaho ayon sa kanilang preference.
“Part of our unemployment problem is due to the fact that many of the new members of our labor force do not possess the competency employers are looking for. Their education and job requirements do not match. This is one of the problems we would like to address in approving the bill,” dagdag pa ni Speaker Romualdez.
Makikipag ugnayan ito sa government, academe, at industry sectors upang mamonitor at makabuo ng sapat na impormasyon patungkol sa employment, unemployment, underemployment at job-skills mismatch.
Ang DEPED at TESDA ang magrerepresenta sa gobyerno, samantalang sa academe naman ay mga presidente ng federations ng public at private colleges maging mga universities.
