The Philippines, he said, welcomed the Jewish refugees to escape holocaust of Nazi leader Adolf Hitler.
The ambassador then reiterated that Israel is willing to help the Philippines by sharing technologies on water management.
Ambassador Harpaz assured continuous coordination of Philippines and Israel countries in the development of agriculture sector.
Israel is known for its advance water management technology, such the recent project in the west African country of Sierra Leone, where residents can now easily access safe drinking water in the form of an atmospheric water generator.
The said innovation can produce up to 900 liters of water a day from the humid air of Africa.
Atmospheric moisture is being purified through internal water-treatment system and the unit needs no infrastructure except electricity from the power grid or from a generator.
