Kinumpirma ni House appropriations committee chairman Elizaldy Co na ire- realign ng House of Representatives ang confidential and intelligence funds (CIF) ng ilang civilian agencies kabilang ang Office of the Vice President at Department of Education, para dagdagan ang mga badyet ng intelligence at security forces na inatasan upang tugunan ang tumitinding banta sa West Philippine Sea.
Ayon kay Rep. Co ang kaligtasan at seguridad ng bansa ang pinaka mahalaga lalo na sa pagbibigay proteksiyon sa territorial integrity mula sa external threats.
“The country’s safety and security are of paramount importance. To protect our territorial integrity from external threats, Congress is giving top priority to agencies directly in charge protecting the country’s safety and securing its borders,” pahayag ni Co.
Matapos ang unanimous decision ng lahat ng mga lider ng ibat ibang partido na ililipat ang CIF ng OVP, DEPED at iba pang ahensiya na wala naman direktang partisipasyon sa pagpapanatili sa seguridad ng bansa.
Ayon kay Rep. Co kanilang i-augment ang nasabing CIF funds sa National Intelligence Coordinating Agency (NICA), the National Security Council (NSC), Philippine Coast Guard (PCG) at sa Bureau of Fisheries and Aquatic Resources (BFAR).
Inihayag ni Co na ang maaapektuhan sa budget cuts ay ang OVP at DepEd kung saan nasa P650 million ang confidential and intelligence funds sa ilalim ng 2024 National Expenditure Program.
” As discussed, we will realign the confidential funds of various civilian agencies. Now is the time to give our intelligence community the means to perform their duties, especially in these pressing times when we’re facing serious concerns in the West Philippine Sea,” paliwanag ni Co.
Ang pinagsama samang desisyon ng House party leaders ay bunsod sa paglalagay ng Chinese Coast Guard floating barrier sa Bajo de Masinloc o Scarborough shoal sa bahagi ng Zambales.
