Pinuna ni Senate committee on justice chairman Sen. Richard Gordon ang malaking pagkukulang ng Department of Justice (DoJ) at Bureau of Corrections (BuCor) kaya nagdulot ng kalituhan ang pagsuko ng mga dating bilanggo.
Ayon kay Gordon, maging ang DoJ ay walang matinong record para pagbasehan ng mga kailangang sumuko at ng mga hindi na kailangang bumalik sa selda para sa recomputation ng good conduct time allowance (GCTA).
Ginawa ni Gordon ang pagpuna matapos mabatid na mahigit 2,000 ang sumuko, mula sa 1,700 lamang na pinababalik sa kulungan ni Pangulong Rodrigo Duterte.
Pero walang magawa ang Philippine National Police (PNP) para ma-validate ang mga sumusuko dahil ang mismong listahan ay hindi malinaw.
Una nang ikinagalit ng mga senador ang palpak na record ng mgha bilanggo, tulad ng carpeta ni Janet Lim-Napoles na may kasong rape, sa halip na plunder dahil sa pork barrel fund scam.
“The DOJ, as the agency in-charge of our prisons, should have accurate records of the inmates inside but it is clear that they do not have one. It was near the 12 midnight deadline set by President Duterte for the released prisoners to surrender but the DOJ had yet to clean up the previously released BuCor (Bureau of Corrections) list, which included wrong entries of crimes for convicts, double entries and even prisoners on parole, which should have guided law enforcement agencies in conducting the re-arrest,” wika ni Gordon.
