Nilinaw ng European Union na kasama ang Pilipinas sa 92 bansang exempted sa ipinatupad na ban ng EU sa pag-export ng mga bakuna laban sa COVID-19.
Pahayag ito ng EU delegation matapos akusahan ng Pangulong Rodrigo Duterte ang EU na hino-hostage umano ang COVID-19 vaccines na gawa sa mga bansa sa Europa.
“The authorization mechanism for exports of COVID-19 vaccines include a wide range of exemptions from prior authorization, to ensure the EU continues to fully honor its commitments to deliver the vaccine to our direct neighbourhood and to 92 low and middle-income countries, including the Philippines, covered by the COVAX facility,” saad ng EU sa isang pahayag.
Una rito, sinabi ng Pangulong Duterte na hinihigpitan umano ng EU ang suplay ng COVID-19 vaccines partikular ang gawa ng AstraZeneca.
“The European Commission launched a new mechanism on Friday to monitor and in some cases block — parahin — coronavirus vaccines exports out of the European Union,” wika ni Duterte.
“Ganoon kadali. Ang atin dito ASEAN but we are not really as powerful as the EU. Eh wala tayong connection, wala tayong pera. May pera tayo pero naka-ready lang, standby,” dagdag nito.
“For all of the brouhaha, ‘O meron kami dito’ Saan? E ‘yung AstraZeneca hinostage ng European Union.”
Sa pamamagitan ng COVAX, tiniyak ng EU na makatatanggap ang Pilipinas ng COVID-19 vaccines para sa 20% ng populasyon nito, kung saan inaasahan ang unang shipment sa katapusan ng Pebrero.
Batay sa principle of solidarity, sinabi ng EU na hindi kasama sa export ban ang 92 low and middle income countries na nasa COVAX Advance Market Commitment list; mga COVID-19 vaccine na binili at/o dineliver sa pamamagitan ng COVAX, UNICEF at PAHO at mapupunta sa iba pang COVAX participating country; at mga exports sa konteksto ng humanitarian emergency response.
“The EU remains fully committed to international solidarity and its international obligations. As President Von der Leyen said: ‘This transparency and authorisation mechanism is temporary, and we will of course continue to uphold our commitments towards low and middle income countries,’” dagdag nito.
Maliban dito, nagbigay na raw ang EU ng 853 million euros sa 92 low at middle-income na mga bansa kasama na ang Pilipinas para ipambili ng mga bakuna laban sa coronavirus.
