MANILA – Inilunsad na ng Philippine Health Insurance Corporation (PhilHealth) ang indemnification package sa mga makakaranas ng seryosong side effect matapos makatanggap ng COVID-19 vaccine.
Ang indemnification o bayad danyos ay isa sa mga probisyon ng COVID-19 Vaccination Program Act (Republic Act No. 11525).
Layunin nito na bigyan ng tulong pinansyal ang mga indibidwal na makakaranas ng seryosong side effect dahil sa bakuna laban sa coronavirus.
Sa ilalim ng COVID-19 Vaccine Injury Compensation Package, na pinirmahan noong June 15, mayroong 22 “adverse events of special interest” na kwalipikado sa bayad danyos.
Nagkakahalaga ng P100,000 ang compensation package para sa vaccine recipients na mao-ospital, magkakaroon ng permanent disability, at mamatay dahil sa bakuna.
“Ang claim na (for hospitalization) ito should correspond to the remaining charges on top of the existing PhilHealth benefits, at other benefits na manggagaling sa ibang health insurance or HMO’s,” ani PhilHealth Vice President Dr. Shirley Domingo.
“(For permanent disability or deaths) paid once per beneficiary.”
Bago makatanggap ng compensation package, kailangan masiguro na nabakunahan ang indibidwal sa vaccination program ng gobyerno.
Bukod dito, dapat wala pang certificate of product registration ang bakunang itinurok sa kanya.
At kailangan mapatunayan sa causality assessment na ang COVID-19 vaccine ang nagdulot ng seryosong adverse effect sa indibidwal.
“That will be done kung may question (sa report). Ibibigay kasi sa amin ang documents ng claim and we will use that to assess. If we need further clarication, then we get experts advice for causality.”
Hindi naman papayagang makatanggap ng compensation package ang mga nakatanggap na ng bayad danyos mula sa COVAX Facility.

Hospitalization

- Official Receipt (indicating deductions from PhilHealth benefits, private insurers, and/or HMOs, and out-of-pocket payments for hospital bills.
Permanent Disability

Ang mga papayagang makakuha ng bayad danyos ay: 1) taong nabakunahan, 2) ligal na asawa at mga anak, 3) at ligal na magulang.
COVERAGE
Hanggang March 2, 2026 epektibo ang pagbibigay ng bayad danyos ng pamahalaan.
Pero maaari pa itong ma-extend, depende sa magiging desisyon ng pangulo.
Kaya ayon Domingo, posible ring magamit ang compensation package kapag may nagkaroon ng seryosong side effect ang mga mababakunahan ng pina-planong booster shot o ikatlong dose.
“As long as andoon sa period of coverage ng law… pwede siya i-extend ng pangulo depending on the recommendation of that Permanent Committee as specified in the law.”
Kung maaalala, isa sa hininging requirement ng vaccine manufacturers para makapag-supply ng bakuna sa Pilipinas ang pagkakaroon ng indemnification fund.
Ibig sabihin, gobyerno ang sasagot sakaling makaranas ng seryosong side effect ang mga mababakunahan at hindi ang vaccine manufacturer.
May inisyal na pondong P500-million ang pamahalaan para sa unang taon ng implementasyon ng naturang bayad danyos.
