Planong ipatayo ang Seafarers welfare centers alinsunod sa aprubadong substitude bill ng Magna Carta para sa Filipino Seafarers sa ilalim ng pamamahala ng Overseas Workers Welfare Administration (OWWA).
Layon ng Seafarer Welfare Centers na ito na makapaghatid ng serbisyo kung saan isusulong nito ang kapakanan at magsilbing daan para sa recreational, cultural, religious at communication needs ng mga seafarers.
“For so long, the programs of the OWWA prioritized our land-based OFWs. Let us now cater to the needs of our seafarers whose concerns have been often overlooked,” ayon kay Committee Chair KABAYAN Partylist Rep. Ron Salo.
“These Welfare Centers will also house One-Stop Shop Centers for Seafarers to facilitate their government transactions, specifically in processing their licenses, permits, clearances and other documents they need,” dagdag pa ni Rep. Salo.
Sa pamamagitan ng pagbibigay ng pasilidad upang ma kontak ang kanilang pamilya at magkaroon ng magandang ugnayan sa kapwa seafarers, mapapagaan umano nito ang paghihirap ng mga seafarers.
Nakapaloob sa Magna Carta ang mga lugar na prioridad patayuan ng Seafarer Welfare Centers, kabilang dito ang NCR, Pangasinan, Bulacan, Cavite, Batangas, Iloilo, Cebu, Davao at iba pang mga lugar na binibigyang pokus ang mga seafarers.
“These enhancements in the Magna Carta will also help address concerns of manning agencies and shipowners on ambulance chasers, which have tarnished the reputation of the country’s maritime industry,” paliwanag pa ni Rep. Salo.
