Hindi raw katanggap-tanggap para kay Sen. Gordon na isantabi lang ang mga miyembro ng Senado mula sa pagtalakay ng kasunduan ng Pilipinas sa ibang bansa, lalo na kung patungkol ito sa national security.
Ito ang naging bwelta ni Senator Richard Gordon sa kaniyang privilege speech para depensahan ang otoridad ng Senado sa international treaties at agreements matapos pasaringan ni Pangulong Rodrigo Duterte si Senator Panfilo Lacson na nagbigay ng kaniyang komento hinggil sa Visiting Forces Agreement (VFA) ng Pilipinas sa Estados Unidos.
Ikinagulat daw ni Gordon kung bakit tila pinatatahimik ng Pangulo ang kampo ng Senado ukol sa naturang paksa. Hindi raw tama na sabihin ni Duterte na hindi dapat makialam ang Senado.
Binigyang-diin ni Gordon na parte ng Kongreso ang Senado at co-equal branch ito ng executive department.
“The government is composed of three branches — all of whom act on the matter, among others, of foreign policy. On the matter of foreign policy and national security, the Senate can react. After all, we ratified two treaties: the Mutual Defense [Treaty] back [in] 1951 and the VFA, Mr. President, which we also ratified,” hirit pa ni Gordon.
Tulad din aniya ng pagpapahayag ng Pangulo sa kaniyang opinyon ay may karapatan din ang mga senador na sabihin ang kanilang opinyon tungkol sa isang usapin.
“We are allowed our opinion, just as President Duterte is allowed his opinion,” he said. “And that’s what makes living in a democracy very beautiful. The President can say something, and we can disagree.”
“And, so, this forum of the people that represents 110 million Filipinos must speak on matters on national security. We certainly have the right to speak and talk about it,” saad pa nito.
