Si Manalo ang papalit kay Sec. Teodoro Locsin Jr.
Siya ang kasalukuyang Philippine Permanent Mission Representative sa UN sa New York City.
Si Manalo ay nanumpa na rin kay Marcos sa Malacanang.
Ang 69-anyos na diplomat ay dati na ring nagsilbi bilang acting DFA chief sa Duterte administration mula March 9 hanggang May 17, 2017 nang si Atty. Perfecto Yasay Jr.’s ad-interim appointment confirmation ay ni-reject ng Commission on Appointments dahil sa citizenship issues.
Nagsilbi rin siya noon bilang Philippine Ambassador to the United Kingdom mula taong 2011 hanggang 2016 at naging undersecretary for Policy ng Department of Foreign Affairs mula 2016 hanggang 2020.
Samantala, naging abala rin sa Day 1 si Marcos kung saan tinanggap niya ang ilang mga foreign ambassadors na nakatalaga sa bansa:
